Norwalk, CT Business Licensing & Operations: Tobacco Retail License (2026)

City Code Chapter 112A, § 112A-3, makes it unlawful to sell vape products in Norwalk without first obtaining a license from the City Clerk. Under § 112A-5, applicants who are natural persons must supply their name, residential and business address, date of birth, two 2-by-2-inch photographs and a complete set of fingerprints taken by the Chief of Police, who also runs a criminal background check; the application must list criminal convictions, the sale location, physical layout plans, the types of vape products to be sold, and copies of all required zoning, building and health permits.

Owners must also certify that salespersons are trained that sales to anyone under 21 are illegal and can trigger fines and license suspension. Under § 112A-4 (amended 6-24-2025), existing retailers had until September 1, 2025 to file initial no-fee applications valid through December 31, 2025, with paid licenses required for calendar year 2026 onward; new retailers must apply at least 60 days before opening. The City Clerk must issue or deny a license within 45 days under § 112A-7, and cannot issue one if the retailer has two or more Norwalk Code violations in the prior 24 months, outstanding violations, a felony conviction among its principals, or an applicant under 21.

Licenses expire December 31 each year, must be displayed inside the store, are non-transferable, and renewal applications are due 90 days before expiration under § 112A-9. Section 112A-11 requires a posted sign at least half an inch tall reading that vape sales to persons under 21 are prohibited, in multiple languages including Spanish and Haitian-Creole where needed.
