Chapter 99 lets the Director of Public Works recommend, and the Mayor declare, a snow emergency whenever falling or forecast snow, sleet or freezing rain will require plowing and expedited traffic. , no vehicle may park or stand there, even without a specific proclamation covering that block. The Traffic Authority designates which major and minor arterial streets qualify as snow emergency routes under the City's Roadway Standards, and the Director of Public Works must post signs reading "Emergency Snow Route. No Parking When Declared Tow-Away Zone" under § 99-7.

A block that is plowed clear from curb to curb for its full length is automatically released from the parking ban until new snow of two inches or more falls again (§ 99-3C). Declarations are announced, whenever practicable, at least three hours ahead by newspaper or radio broadcast (§ 99-5A), and the emergency runs until the Mayor rescinds it (§ 99-6). A vehicle that stalls on a snow emergency route during the ban must be moved immediately onto the nearest cross street or driveway; abandoning it in the travel lane is a public nuisance under § 99-4.

Chapter 98's vehicle removal and impound procedures apply to towed vehicles, except that a stalled vehicle blocking a snow emergency route can be towed at the owner's expense without prior notice under § 99-8.
