Oxnard, CA Business Licensing & Operations: Tobacco Retail License (2026)

Oxnard Code of Ordinances § 11-371 requires a valid tobacco retailer permit "for each location" before anyone acts as a tobacco retailer, and the permit must be posted conspicuously at the business. A business tax certificate under § 11-4 must be obtained first. Under § 11-377, the collector issues permits after input from city departments unless the application is false, seeks a prohibited location, involves a barred proprietor, or is otherwise unlawful; critically, the city caps total active tobacco retailer permits citywide at 100, and once that ceiling is hit no new permits issue until the count drops.

The code carves out three exceptions to the cap: an adult child taking over a parent's existing tobacco retail location, a retailer forced to relocate by government order, and a surviving or divorced spouse or domestic partner who acquires the business. Permits run 12 months from issuance (§ 11-372) and are strictly location-specific and nontransferable between people or addresses (§ 11-379); a change of ownership always requires a brand-new permit, and unpaid or violation history at a location follows it even after a sale unless the new owner proves an arm's-length transaction.

Retailers must also comply with operating rules in § 11-373, including verifying ID for anyone who appears under 27, banning self-service displays (no walk-up racks or vending machines), and prohibiting delivery sales away from the permitted address.
