Moorpark, CA Business Licensing & Operations: Tobacco Retail License (2026)

060 governs retail uses in Moorpark's eight commercial and industrial zones (C-O, C-1, C-P-D/C-2, C-OT, M-1, M-2, I and I-F) and splits tobacco sales into three sub-items under Item 26. Sub-item (a), 'Retail smoking products stores, as defined in Ch. 32,' meaning stores devoted to smoking products, requires a conditional use permit and only in the C-P-D/C-2 zone; it is barred in the other seven zones. Sub-item (b), the sale of tobacco products and electronic cigarette (vaping) products from ordinary retail establishments other than dedicated smoke shops, needs only an administrative permit, and only in four zones: C-1, C-P-D/C-2, C-OT and M-2.
