Full Breakdown

Under Moorpark Municipal Code § 17.28.050(C), no one may establish or operate an adult business in the city without an adult business permit and business registration, reviewed by the community development director through a detailed application and background process. Section 17.24.040(M) layers on siting rules: an adult business cannot locate within 500 feet of any residentially zoned property line or residential structure, church, school, childcare facility, public park or city facility, or on-sale alcohol license business, and cannot sit within 1,000 feet of another adult business, measured straight-line from property line to property line.

Violations & Fines

Operating without a permit or inside a prohibited buffer zone is unlawful; the city can deny or revoke the permit and pursue civil remedies against the business.

Who issues Moorpark's adult business permit?
The community development director, who reviews the application and can deny it for stated reasons under § 17.28.050(E).
