A commercial enterprise devoting 24 percent or less of its display area and gross receipts to sexually oriented material is not classified as a sexually oriented business at all (Sec. 100), but must still cover such material to conceal it from minors. Applications are decided by the community development director within five working days, with appeal rights running to the planning commission, the city council, and ultimately judicial arbitration (Sec. 110).
