City Code Sec. 28-42(c) makes it unlawful for a retailer to let customers grab e-cigarettes or liquid nicotine directly off a shelf, to sell or display them via self-service merchandising, or to keep an open display case that customers can reach. Retailers must use vendor-assisted sales instead, unless the store excludes everyone under 18 or the display sits somewhere customers cannot access. The same section also bans selling or giving e-cigarettes, liquid nicotine, or samples to anyone under 18. Violations are a Class C misdemeanor in municipal court.
