Section 66-146(a) applies the towing article to any non-consent removal of a vehicle from private property, but exempts city-directed and Broward Sheriff's Office-directed tows. Section 66-147 lays out the operating conditions: a towing company must hold a city business tax receipt or register with the city and provide proof to the Broward Sheriff's Office, Deerfield Beach District; it must give the city a current operating license; it must store towed vehicles within five miles of the tow site, staffed at posted hours with after-hours phone response within one hour; and it must notify the Sheriff's Office within 30 minutes of the tow, reporting the storage location and the vehicle's make, model, color and plate.

If an owner or authorized person shows up while a tow is underway, the operator must stop and return the vehicle for no more than half the posted towing rate. Tow trucks must display the company name in three-inch letters and its address and phone number in one-inch letters on both doors. Section 66-148 bans paying or accepting money for the privilege of towing from a particular location. Section 66-149 requires a permitted "Tow Away Zone" sign, posted at least 24 hours before any tow, placed within ten feet of each driveway or curb cut (or every 25 feet of frontage), with a $5 permit fee covering up to five signs plus $3 for each additional sign. Section 66-150 requires a written contract between the towing company and the property owner, kept on file for at least 12 months after termination.
