99. 14, North Carolina's non-consent towing statutes. Once a vehicle is towed, the Police Department must keep a record listing the color, year, manufacturer's trade and series name, body style, vehicle identification number, and license plate year and number, along with the date and hour towed, the location towed from and to, the reason for the tow, and the name of the authorizing officer. The officer authorizing a tow must complete standard town forms, including a towing waiver of notification and a towing notice that identifies the vehicle, the violation and statute or ordinance number, the storage location and how to reclaim the vehicle by paying towing fees.

That notice also tells the owner how to request a probable cause hearing on the towing: the request must be filed in writing with a magistrate at the Dare County Detention Center in Manteo, and the magistrate must set a hearing within 72 hours of the request. The chapter does not separately license or regulate towing companies as businesses; it governs when and how the town itself may order a non-consent tow of an illegally parked vehicle and the notice and hearing rights that follow.
