Sec. 13-7(c)(4) bars Class 3 or greater commercial vehicles from residences and streets in residential zones, and Sec. 13-7(c)(4)b then opens a narrow exception for wrecker companies. To qualify, a company must be currently included on the Southaven Police Department wrecker rotation as approved by the Southaven Board of Aldermen and be in current compliance with every criterion the Police Department sets for the rotation. The exception covers one (1) on-call wrecker per company.

The truck itself has to fit a listed class. A class A light duty wrecker qualifies when it is used for towing vehicles weighing seven thousand (7,000) pounds or less, such as passenger cars, pickup trucks, motorcycles and small trailers. A conventional wrecker qualifies with a gross vehicle weight rating of not less than ten thousand (10,000) pounds, an individual boom capacity of not less than eight thousand (8,000) pounds, a PTO or hydraulic power winch capacity of not less than eight thousand (8,000) pounds, or a manufactured wheel-lift with a retracting lifting capacity of not less than three thousand five hundred (3,500) pounds. A rollback wrecker qualifies with a rating of not less than eleven thousand (11,000) pounds or at least an eight thousand (8,000) pound winch.

Parking is limited to the driveway of the residential property, on a hard surface, at all times. The wrecker can never park on the street or the yard. It must display the Police Department issued on-call permit in clear view whenever it is parked in a residential zone. Utility trucks of entities regulated by the Mississippi Public Service Commission get a separate exception under Sec. 13-7(c)(4)a when the truck is that entity's designated on-call emergency vehicle and stays in the driveway on a hard surface. This section sets the residential parking exception. It prints no tow fee schedule and no non-consent tow procedure. Chapter 12 use chart footnote (20) separately limits wrecker yards to no more than twelve (12) non-compliant cars at any one time, no more than three (3) within view of surrounding property, behind solid fences of uniform construction and color.
