390 applies to any person, including towing and repossession companies, who tows or repossesses a vehicle from anywhere in the city without the registered owner's knowledge. The section requires the tower to 'immediately report such repossession or towage by oral communication to the police department of the city,' and specifies exactly what that report must contain: the vehicle's description, its identification number, its license number, the time of the repossession or towage, and the location the vehicle was taken from and taken to.
