Bloomington, IL Cannabis Regulations: Buffer Zones (2026)

Section 44-1039, subsection H(1), of the Bloomington Zoning Code sets the specific distance buffers that apply to every adult-use cannabis dispensing organization ('dispenser') once it has cleared the citywide two-dispenser cap and special use process under § 44-1039, subsection B. A dispenser may not locate within 500 feet of the property line of a preexisting public or private nursery school, preschool, primary or secondary school, day-care center, day-care home, residential care home, place of worship, or park or playground; the Code specifically excludes learning centers and vocational or trade centers from counting as a 'school' for this buffer.

A second buffer keeps dispensers 250 feet from the property line of any preexisting parcel zoned R1A, R1B, R1C, R1H, R2, R3A, R3B, R4, or any of the GAP form-based code districts (GAP 1 through GAP 4), pushing dispensaries toward the city's business and manufacturing districts and away from single- and multi-family neighborhoods. A third buffer, aimed at preventing market concentration rather than protecting a sensitive use, requires every dispenser to sit at least 1,500 feet from the property line of any other adult-use cannabis dispensing organization.

Because the applicant must file a notarized affidavit affirming compliance with all of subsection H(1) before a special use can issue, these distances are checked as part of the application review, not left for enforcement after the fact; Development Services staff verify the measurements against the map of surrounding uses submitted with the application.
