Bloomington, IL Cannabis Regulations: Dispensary Zoning (2026)

Under § 44-1038, the City of Bloomington prohibits adult-use cannabis craft growers, cultivation centers, infuser organizations, processing organizations and transporting organizations outright: none of these business types may operate anywhere within the city limits. The single exception is an adult-use cannabis dispensing organization, which may operate only if it obtains a special use permit under § 44-1039. That section caps the citywide total at two dispensing organizations, and each one must independently secure special use approval before locating anywhere in Bloomington. The special use application, filed under the general special-use procedures of § 44-1707, must include the business's legal and trade names, the property owner's consent, a full business plan covering products, staffing, anticipated customers and hours, and a security plan shared confidentially with the Chief of Police describing inventory controls, monitoring and restricted-access areas.

Applicants must also submit a map of surrounding land uses within 1,000 feet of the site, floor plans and elevations, and a site plan meeting § 44-1707 standards, including parking demand, lighting and drainage. The Zoning Board of Appeals and City Council weigh the same criteria used for any special use, plus factors specific to cannabis dispensing, including compatibility with adjacent uses, security installations, hours of operation, parking and traffic demand, and whether the two-dispenser citywide cap has already been reached. Dispensaries may not be located within a dwelling unit or operated as a home occupation, may not permit on-site consumption, and must comply with the Cannabis Regulation and Tax Act's advertising rules alongside the City's own Sign Code.
