90. A delivery business may only locate in a zone under Title 21 that expressly authorizes 'storage, wholesale, and distribution facilities' as a permitted use, since Carlsbad's delivery model is a closed-to-the-public warehouse rather than a storefront. 2 imposes a 1,000-foot buffer measured from the closest property line of the delivery business to the closest property line of seven sensitive receptor categories: residential zones or private residences, public or private schools, daycare centers, churches, public parks, youth centers, and any other medicinal cannabis delivery service business.

The cumulative footprint of all structures tied to one delivery business cannot exceed 3,000 square feet, all product must be stored inside an enclosed permanent structure with outdoor storage barred outright, and no exterior marking may reveal the cannabis use to the public right-of-way. 050(B) layers on operational limits at the site itself: no sale, dispensing, or consumption of alcohol or cannabis is allowed at or within 200 feet of the physical address, odor control devices must keep cannabis odor undetectable off-site, and the license plus the operator's state Type 9 non-storefront retailer license must be available for inspection by the Chief of Police on request. The Community Development Department and Chief of Police jointly review applications for compliance with every one of these standards before a license issues.
