C(19)d, Location Standards, first requires that a dispensary or off-site cultivation location be located in a permanent building, expressly ruling out a trailer, cargo container, mobile or modular unit, mobile home, recreational vehicle, or other motor vehicle as the dispensary's structure. 2 then sets the buffer: the facility must sit at least 500 feet from a list of existing uses, measured in a straight line from the nearest property line to nearest property line, covering educational institutions, religious institutions and places of worship, parks and recreational facilities, day care facilities, the public library, and youth or teen centers.

The buffer only runs one way in time. 3 protects an already-operating dispensary: if one of those protected uses moves in nearby after the dispensary is approved and operating, that later arrival does not put the dispensary in violation or block its license renewal with the Arizona Department of Health Services. The section also limits how cultivation can be paired with a dispensary: a dispensary may include cultivation on its own site, but an off-site cultivation location not associated with a dispensary is prohibited outright, and only one off-site cultivation location may be tied to any single dispensary. A marijuana infusion facility is confined even further, permitted only inside a dispensary itself.
