010, is administered by the public works department and takes priority over ordinary park rules. Subsection (A) is the narrow exception: feeding is permissible with written permission from the city manager, a designee, or the public works director, and only for the purposes of wildlife rescue, rehabilitation, education or management of the wetlands. This is not a standing, citywide wildlife-rehabilitator license; it is a case-by-case authorization tied specifically to the wetlands facility. 181(C), which similarly requires permission from the public works director, city manager or a designee before anyone can rescue or rehabilitate wildlife, or manage the wetlands, without running afoul of the parks chapter's general bans on harassing or capturing animals.

Both provisions trace to Ord. 2012-04, adopted April 10, 2012, and apply only within the parks and recreation facilities the chapter covers, principally the wastewater wetlands for the feeding piece, not to wildlife rescue activity generally across the city or on private property.
