Yavapai County does not restrict any dog breeds. Arizona law ARS 11-1027 prohibits counties from enacting breed-specific legislation. Dangerous and vicious dogs are regulated by behavior under ARS 11-1014.01 and Yavapai County Ordinance 2024-1, regardless of breed.
Arizona preempts breed-specific dog regulation. ARS 11-1027 bars counties and ARS 9-500.41 bars cities from enacting any ordinance that restricts dog ownership based on breed. Yavapai County Animal Control Ordinance 2024-1 contains no breed list. Regulation is behavior-based: under ARS 11-1014.01 a 'vicious animal' has a propensity to attack without provocation, and an 'aggressive dog' has bitten without provocation or shows a disposition to do so. Owners of dogs declared vicious by a court must comply with confinement, signage, and liability-insurance conditions. Failing to control a declared vicious dog is a Class 1 misdemeanor under ARS 11-1014.01; an owner whose vicious dog injures a person can face Class 6 felony charges. Civil strict liability for dog bites applies under ARS 11-1025.
