Many cities have adopted interim ordinances or zoning amendments setting minimum lot, separation, and hours-of-operation requirements. Hennepin County itself regulates cannabis only in unincorporated areas, where county zoning applies. OCM issues state licenses; cities perform local registration and zoning compliance.
Operating without OCM licensing or city registration triggers state enforcement, civil penalties, and zoning enforcement up to closure of the establishment.
