Minneapolis regulates cannabis retail and commercial cannabis businesses through zoning amendments under Chapters 535 and 549. Retail cannabis businesses are allowed in commercial and mixed-use districts with 300-foot buffers from schools and day cares as permitted by state law.
Following Minnesota legalization in 2023, Minneapolis adopted zoning text amendments through the Community Planning and Economic Development department to regulate cannabis businesses licensed by the state Office of Cannabis Management (OCM). Retail cannabis stores, cannabis microbusinesses, and lower-potency hemp edible retailers are permitted in C1, C2, C3, and most mixed-use districts, and are a conditional use in some pedestrian-oriented zones. State law caps local buffers at 1000 feet from schools, day cares, residential treatment facilities, and attractions designed primarily for children, with Minneapolis applying 500-foot buffers from K-12 schools and 300-foot buffers from licensed day cares. Hours of operation are limited to the state retail hours of 8 AM to 2 AM. Cannabis cultivation, manufacturing, and testing facilities are limited to industrial districts (I1, I2, I3) per Chapter 549. Minneapolis may not issue more retail registrations than one per every 12,500 residents (roughly 35 stores citywide) under state law, and the city operates a local registration process in addition to state licensing.
Specific penalty amounts for this ordinance are not published in a publicly accessible fine schedule. Contact Minneapolis code enforcement directly for current fines, enforcement procedures, and hearing options.
