90 sets the zoning map for commercial cannabis after the city chose to license the industry rather than ban it. 030 confines every use to a Cannabis Screening Application (CSA), and retail additionally needs a conditional use permit (CUP) from the planning department; the code specifies only one CUP is required for a retail site, and delivery or on-site consumption that is ancillary to retail rides on that same retail CUP. Retail, with or without a consumption lounge or ancillary delivery, is allowed subject to CSA and CUP in all C (commercial) zones and all M (manufacturing) zones.
