La Mesa, CA Cannabis Regulations: Dispensary Zoning (2026)

Chapter 24.23, the Medical Marijuana Activity Zoning Ordinance of La Mesa, was adopted by the voters through a citizen initiative (Ord. 2016-2852, November 8, 2016), so the City zoned dispensaries into its three most commercial/industrial-tolerant districts rather than opting out. Section 24.23.030 requires a Conditional Use Permit for every dispensary and layers on operating conditions: exterior signage limited to the business name in no more than two colors, a state-licensed security guard on site with cameras and alarms, an emergency contact posted in letters at least two inches tall, and a ban on any vending machine that dispenses medical marijuana without a human intermediary.

Commercial cultivation and manufacturing are treated more strictly: Section 24.23.040 confines cultivation to the M zone only, bars it from residential zones entirely, and limits it to indoor, artificial-light Small Specialty Indoor or Nursery license types tied to an existing dispensary purchase order, while Section 24.23.050 applies the same M-zone-only, no-residential rule to manufacturing and outlaws butane extraction. A dispensary's Conditional Use Permit expires no later than five years from issuance under Section 24.23.030(j), and the Planning Department sets both an application fee and an annual maintenance fee under Section 24.23.030(k).

Personal medical cultivation of up to eight plants is separately allowed in any zone under Section 24.23.060, subject to nuisance, building, electrical and waste-disposal codes and to any additional restriction a landlord or homeowners association imposes.
