Vista prohibits commercial cannabis dispensaries and retail sales within city limits under VMC Chapter 5.70. No cannabis business licenses are issued for storefront retail, delivery-only, or manufacturing operations.
Vista Municipal Code Chapter 5.70 prohibits all commercial cannabis activities within the city, including retail dispensaries, delivery-only services, manufacturing, testing, and distribution facilities. This ban was enacted following voter rejection of cannabis business measures and City Council policy decisions. The prohibition applies to all zoning districts. State-licensed delivery services originating from outside Vista may deliver to Vista residents per the state's delivery provisions under the Medicinal and Adult-Use Cannabis Regulation and Safety Act (MAUCRSA), but no local delivery licenses are issued. Medical cannabis patients can access dispensaries in neighboring cities such as Oceanside and San Marcos. Illegal cannabis operations are subject to enforcement by Code Enforcement (760) 639-6141 and the Vista Sheriff's Station. The City Council periodically reviews the ban but has maintained it as of the current code.
