Under California Health & Safety Code Β§11362.2 (Proposition 64), Vista residents 21+ may cultivate up to 6 living cannabis plants per residence for personal use. Vista Municipal Code does not impose additional plant count restrictions beyond state law. Plants must be grown in a locked space not visible from a public place. Indoor cultivation must not create mold, electrical hazards, or structural modifications that violate building codes. Outdoor cultivation must be in a secured, enclosed area on the grounds of the private residence. Landlords may prohibit cultivation in rental properties. Cannabis cultivation for commercial sale from a residence is prohibited. Odor and nuisance complaints are handled through Code Enforcement (760) 639-6141. State law also prohibits manufacture of concentrated cannabis using volatile solvents (butane, propane) at home.
