The Lodi City Council adopted ordinances in 2017 expanding the prohibition on commercial marijuana activity in response to California Proposition 64. All marijuana businesses — including storefront retail dispensaries, delivery-only retailers, cultivation, manufacturing, distribution, and testing — are prohibited within Lodi city limits. The prohibition is codified in LMC Title 17 (Development Code) as an excluded use in all zoning districts and is also addressed in LMC Title 9 (Public Peace, Morals, and Welfare). Personal indoor cultivation of up to six plants is the only cannabis activity allowed. Delivery into Lodi by state-licensed retailers from outside the city is allowed under Bureau of Cannabis Control regulations (California state law preempts local delivery bans).
Operating an unpermitted cannabis business in Lodi is a misdemeanor and a zoning violation, enforced by Lodi Police and Code Enforcement with closure orders and administrative penalties. Property owners knowingly leasing to such businesses are also liable.
