Norwalk, CT Cannabis Regulations: Dispensary Zoning (2026)

Chapter 29 governs where and how many cannabis businesses can operate in Norwalk. Section 29-3 revokes the City's earlier moratorium, stating that 'the temporary prohibition of all Cannabis Establishments in the City enacted on February 22, 2022, is hereby revoked,' so Norwalk is not an opt-out municipality under the current code; Cannabis Establishments, defined in § 29-2 to include Producers, Dispensary Facilities, Cultivators, Micro-Cultivators, Retailers, Hybrid Retailers, Food and Beverage Manufacturers, Product Manufacturers, Product Packagers, Delivery Services and Transporters, may locate in the City subject to the underlying zoning regulations.

' That cap applies specifically to Retailers, a defined term excluding Dispensary Facilities and Hybrid Retailers, so those license types are not counted against the three-Retailer limit. Section 29-4B lets the City recover public-safety costs, such as traffic-direction expenses, incurred during the first 30 days after a Cannabis Establishment opens, capped in the aggregate at $50,000 per establishment. Section 29-11 ties the chapter's effective date to when Norwalk's zoning regulations are amended to permit retail sales of recreational cannabis, confirming that actual site location still runs through the City's separate zoning ordinance rather than Chapter 29 itself.

Tax revenue collected from Retailers, Hybrid Retailers and Micro-Cultivators under state law flows into the dedicated Norwalk Cannabis Account established at § 29-7 for streetscape, youth, mental-health and reentry programs in host neighborhoods.
