2) marks Medical/Adult Use Cannabis Dispensary with the special-use symbol only in the CN, C1, CG, C2, B1, I1, I2, and I3 columns; every residential district (A1, P1, RE, R1-R8), both office districts, and the N1 neighborhood district are left blank, meaning the use isn't permitted there at all, by right or by special use. A special use requires an application to the Zoning Administrator, technical review by the Development Review Board, and a public hearing before the Planning and Zoning Commission, which then recommends approval or denial to the City Council.

O requires the dispensary to be in place and in active use within six months, though the City Manager may grant a single six-month extension on written request; a dispensary that misses both windows loses its approval. C, the Community Development Department will not accept new dispensary special-use applications once the city's licensing cap has been reached.
