03, Subd. 11 lists 'Cannabis Retailer subject to the Cannabis Retail Buffer' among the permitted uses of the C-2, Neighborhood Commercial District, meaning a qualifying retailer needs no conditional use permit there beyond the citywide buffer check. The zoning code repeats the same permitted-use listing for cannabis retail in the City's other commercial districts, and separately allows cannabis cultivation, manufacturing, testing, microbusiness, and mezzobusiness operations in the B-C Business Campus and I-1 through I-3 Industrial Districts, subject to the same retail-limitation and buffer rules whenever those operations sell to customers.

09 requires every state-licensed cannabis retailer, medical cannabis retailer, medical combination business, or lower-potency hemp edible retailer to hold a City of Plymouth retail registration before opening. The City charges no application fee; the initial registration fee is capped at $500 or half the state's initial license fee, whichever is less, and includes the first year's renewal, while later renewal fees are capped at $1,000 or half the state renewal fee. Within 30 days of receiving a copy of a state license application from the Office of Cannabis Management, the City must certify on an OCM-provided form whether the proposed business complies with local zoning, fire code, and building code.

The Plymouth Public Safety Department must also run at least one compliance check and one age-verification check per calendar year on every registered cannabis business.
