Utah Medical Cannabis Act (Utah Code §26B-4-201) caps the state at approximately 15 medical cannabis pharmacies statewide, licensed by the Utah Department of Health and Human Services. Utah County hosts limited pharmacies serving Provo/Orem area. Provo Municipal Code §14.34.300 restricts pharmacies to Commercial Highway (CH) and Industrial (IN) zones with a 600 ft buffer from schools (K-12), churches, public libraries, and parks — measured parcel line to parcel line. Orem Code §22-14-12 similarly allows only in Regional Commercial (RC) zone with 600 ft buffers. BYU and UVU campuses trigger buffer zones covering much of central Provo/Orem.
