Tigard, OR Cannabis Regulations: Dispensary Zoning (2026)

Chapter 18.430 of the Tigard Municipal Code applies under § 18.430.020.B to all marijuana facilities requiring a state license or registration and to public places of assembly where marijuana is consumed. Applications go through a Type I procedure under § 18.710.050 (§ 18.430.030.A), and § 18.430.040 directs the approval authority to approve or approve with conditions when all standards in § 18.430.050 are met. Subsection A of § 18.430.050 also requires compliance with all applicable state requirements.

Location comes first in § 18.430.050.B. All distances are measured at the closest property lines between the proposed site and the nearest lot containing the specified use or characteristic. Paragraph B.1 prohibits marijuana facilities in the MU-CBD and TMU zones. Paragraph B.3 covers Sale-Oriented Retail and Wholesale Sales uses open to the public: the lot must have frontage along Pacific Highway (Oregon Route 99W), with primary entrances clearly visible from the Pacific Highway right-of-way, and the site cannot sit within 1,000 feet of another state-licensed retail or wholesale marijuana facility, whether that facility is inside or outside city limits.

Operating standards sit in the same section. Hours of commercial operation are limited to between 7:00 am and 10:00 pm, with General Industrial uses that have no on-site retail activity exempt. The facility must be inside a building, not a trailer, shipping container, cargo container, tent, or motor vehicle, and outdoor storage of merchandise, plants, or other materials is prohibited. Drive-through marijuana facilities are prohibited, odors must be undetectable at the property line, and marijuana products cannot be visible from the exterior of the building. Parking lots, primary entrances, and exterior walkways need downward facing security lighting with a minimum of 1.0 footcandles at the darkest spot on the ground.

These rules apply only inside the City of Tigard. Beaverton, Tualatin, Lake Oswego, King City, Durham and unincorporated Washington County areas such as Bull Mountain and Metzger are separate jurisdictions.
