West Valley City, UT Cannabis Regulations: Dispensary Zoning (2026)

Section 7-6-205(6), inside the Agricultural Zones chapter, states plainly that Cannabis Production Establishments shall only be allowed as a conditional use in the A-1 zone. In the Commercial and Manufacturing Use Table at Section 7-6-301, the parallel row for Cannabis Production Establishment marks it Permitted only in the M (Manufacturing) zone and Prohibited across every other commercial zone and overlay, meaning the use has exactly two legal paths into the City: A-1 by conditional use, or M by right.

Once sited, Section 7-7-105.5 layers on operating standards. Every Cannabis Production Establishment and Medical Cannabis Pharmacy must meet the commercial outdoor lighting minimums in Section 7-9-113 and submit a copy of its state-approved license application with its permitted or conditional use application. Production Establishments must emit no dust, fumes, vapors, odors, or waste into the environment, and must follow the spacing requirements set in state law. Medical Cannabis Pharmacies carry a longer list: no drive-through service, no outdoor seating, no outdoor vending machines, permitted hours of 8:00 a.m. to 8:00 p.m. only, a maximum size of 3,000 square feet, no cannabis products visible from outside the building, no window bars, and signage limited to a single wall sign following state advertising rules. The City also caps the citywide pharmacy count at one for every 135,000 residents, rounded down, meaning at West Valley City's roughly 140,000 population only a single Medical Cannabis Pharmacy is currently authorized citywide; a second location would require the population to reach 270,000.
