Bolingbrook bars anyone from causing, creating or maintaining an obstruction of a street, roadway, sidewalk or other public way unless a permit from the public works and engineering director authorizes it. The same article requires a permit before laying water, gas or sewer lines, or erecting poles and wires, in any street or public place, and violations carry a $50 to $500 fine under § 44-7.
