Sec. 14-2. - Policy and regulations for holiday displays on city property. No person may erect, maintain, use or occupy any tent, lodge, shelter, structure or unattended installation or display on city-owned or leased property except: (1) As part of a special event permit obtained in conformance with city regulations; or (2) City structures and installations.
