Gaithersburg requires solid waste containers, other than recycling and bulky-rubbish bins, to be vermin-proof, waterproof, and fitted with tight lids at all times under City Code § 18-3(c). Any sign of insects, rodents, or other vermin around stored waste counts as improper maintenance, and compost piles must be fully rodent-proofed unless made only of leaves, grass, and dirt.
