Knoxville requires a city permit before any garage sale and caps residential households at three permitted sales per calendar year. Each sale runs no more than three consecutive days, or two consecutive weekends, between 9:00 a.m. and 6:00 p.m., under rules enforced by the director of finance.

Knoxville Code of Ordinances § 16-256 (Code 1962, § 24-163)

Sec. 16-256. - Required. No garage sale shall be conducted unless and until the individuals desiring to conduct such sale shall obtain a permit therefor from the city. Members of more than one (1) residence may join in obtaining a permit for a garage sale to be conducted at the residence of one of them. Permits may be obtained for any nonresidential location.
