In the City of La Mesa, designating a building or site as a historic landmark or cultural resource runs through the seven-member Historic Preservation Commission under Municipal Code Title 25. Any person, the Commission, the Planning Director or the City Council can start the process, but the City Council can only designate a landmark if the property owner consents in writing, per Section 25.03.020.
