The City of La Mesa allows cannabis dispensaries only with a Conditional Use Permit in the General Commercial (C), CM (Light Industrial and Commercial Services), and M (Industrial Services and Manufacturing) zones under Municipal Code Section 24.23.030. Residential zones are off-limits, dispensaries may operate only 7:00 a.m. to 9:00 p.m. daily, and each CUP expires after five years. La Mesa opted in to zoning for dispensaries by a 2016 citizen initiative, Ordinance 2016-2852.
