Neenah's Tourist Housing Ordinance at Section 26-661(2) of the Neenah Municipal Code expressly requires that all tourist housing property owners and guests abide by the citywide noise regulations in Section 11-146. Section 11-146 lists per-se prohibited noises in Neenah, including amplified-sound restrictions between 10:00 p.m. and 7:00 a.m. on weekdays (11:00 p.m. to 10:00 a.m. on weekends and holidays) and a flat ban on yelling, shouting, hooting, whistling or singing in residential areas between 10:00 p.m. and 7:00 a.m.
