Norman makes it unlawful to peddle, solicit or vend door-to-door on private property without a City Clerk permit under NCC 20-2903, and solicitors and peddlers may only operate between 9:00 a.m. and 8:00 p.m. or sunset, whichever is earlier, under NCC 20-2902. Applicants need a criminal background check, a surety bond, and insurance before the Clerk will issue one.
