In the City of Plymouth, every Private Residential Pool must be fenced or otherwise positively controlled against access, built so children cannot climb it and no fewer than five feet high. Every gate has to close and latch itself and be capable of being locked, and a pool that becomes a public nuisance is separately prohibited.
