In the City of Plymouth, City Code Section 720.25 makes the property owner or occupant responsible for maintaining the water service pipe running from the curb box into the house. Once the City gives verbal or written notice of a leak in that pipe, the owner or occupant has 24 hours to repair it, or the City shuts the water off; for major water waste or damage risk, the City can shut it off immediately.
