Solicitor Permits

Richardson requires anyone soliciting funds, going house to house to sell goods or services, or distributing handbills on private property to first obtain a permit from the police department. Canvassers who are not selling anything or asking for money are exempt. Home solicitation is also barred before 9 a.m. or after 30 minutes past sunset, and on Sundays and major holidays.
