In the City of Richland, Washington, RMC § 18.16.060 requires every water customer to notify the Public Works Department immediately of any accident, defect or trouble affecting the water supply or its equipment. Customers who find and repair an outdoor leak can also apply under RMC § 18.20.020 for a bill credit worth half the excess metered consumption caused by the leak, across up to two billing periods.
