Salem requires a license for every multifamily dwelling, meaning any property with three or more dwelling units, guest rooms or rented beds, under SRC 59.400. The license is issued annually and expires December 31. Homeless shelters, hotels, motels and room and board facilities are inspected at least once each calendar year, and apartment houses and retirement apartments are inspected on a schedule the Director prescribes.
