Salem's Central Business District (CB) zone prohibits medical and recreational marijuana sales and transfers under Table 524-1 of the Salem Revised Code, with a carve-out for retail sales of cannabidiol (CBD) products. Marijuana production is also prohibited in CB. Every marijuana business in the city must register annually with the Chief of Police and certify that its address is allowed in the zoning district.
