Salinas requires a permit before any garage, patio or back-yard sale under Sec. 15A-1, and Sec. 15A-3 bars issuing a second permit for the same person or premises within twelve months. Sec. 15A-4 caps each sale at three consecutive days or two consecutive weekends of two days each, running only between 8:00 a.m. and 6:00 p.m.
