Springfield's public health code, Article IX of Chapter 95, requires every building and accessory building to be rat-proofed and kept free of rats under § 95.185. When the director of public health finds evidence of rat activity, § 95.186 gives owners just seven days after mailed notice, or three days after personal delivery, to rat-proof the structure.
