Syracuse lets a homeowner run a yard, garage or moving sale without a secondhand dealer license only if each sale lasts no more than 96 consecutive hours and no more than three such sales happen at the same address within any twelve-month period. Go over either limit, or sell items bought for resale, and city ordinance treats the seller as a licensed secondhand dealer instead.
