Obstruction Rules
Vista requires a written encroachment permit from the City Engineer before anyone places, changes, or renews any structure, sign, or obstruction in, under, or over the public right-of-way, including sidewalks. Applicants pay a $50 issuance fee plus a removal deposit, and any encroachment that interferes with pedestrian or vehicle travel must be lighted, barricaded, and signed under Vista Municipal Code Chapter 19.16.
