Vista's Development Code Chapter 18.90 lets developers build more units than the zoning otherwise allows in exchange for reserving affordable units, implementing state Government Code Section 65915. A project of at least five units qualifies by reserving 10 percent for lower income households, 5 percent for very low income households, or 10 percent for moderate income for-sale units, among other paths.
