Vista sorts every business into one of three license-tax methods: gross-receipts, flat-rate, or per-vehicle. Municipal Code Section 5.04.350 makes clear the vehicle-based rules exist to classify businesses, not to tax vehicles themselves, and a misclassified operator can request reclassification from the license collector under Section 5.04.410.
